There are some “distance learning” directories available. I don’t know if you would have a library or bookstore in Colombia that would have such a book. Perhaps you could order such a book (search Amazon.com to find titles). I recall looking at one for a masters in EE and found Rochester Institute of Technology and Rensselaer Polytechnic Institute — both good schools and both in New York state (USA). But I don’t know if they offer a BSEE degree totally online.
