is a health policy / management degree systems worth looking with the health plan obama news?

I am currently interested in obtaining a graduate degree in New Orleans for health policy and management systems. I would like to know exactly what they do (or can) and if the health situation of Obama will hurt me to find a job during the next two years is when I'd graduated. I would also like to know the salary of a position w entry level / a masters. my other plan would be to go and ask Ph.D. in Biopsychology, but I feel iffy about it. serious answers only. Thank you!
